CPF was established in 1977 by parents who want to ensure that children have the opportunity to master two languages in the Canadian school system. Keith Spicer was then Canada ’s first official language commissioner. They met with parents from all over Canada who wanted their children to learn French as a second language, but they were in local schools the board encountered obstacles. In order to start this project, they offered some seed funding-enough to organize a national meeting of like-minded parents. As a result, an event called "Parents Meeting for French Language and Communication Opportunities" was held in Ottawa in May 1977. During the week-long meeting, CPF was formally established as a volunteer-based advocacy organization.
